The Ministry of State Security (MSS) is exploiting the administrative paralysis within the Office of Personnel Management, which has left thousands of intelligence professionals waiting months for their entitlements. By monitoring job platforms like LinkedIn, Chinese operatives use front companies and sham consulting firms to approach disillusioned former staff. These recruitment efforts often begin with non-classified research contracts, designed to build trust before transitioning to the acquisition of sensitive intelligence regarding CIA tradecraft and vetting procedures.

Chinese state media and strategic think tanks have framed the exodus as evidence of institutional decay and partisan mismanagement within the American government. Beyond simple propaganda, the intelligence gain is tactical: Beijing seeks to map the psychological profiles the CIA uses to identify informants, allowing them to better harden their own security networks against penetration. The lack of standard exit briefings for many discharged employees has further widened this window of opportunity. In response, the FBI and the National Counterintelligence and Security Center have issued urgent security warnings and moved to dismantle a network of fake recruitment websites used to facilitate these approaches.
