The proposed legislative pressure stems from a recent US Senate bill authorizing 100 percent tariffs on the world’s top five purchasers of Russian oil. Lawmakers argue that such trade provides essential revenue to sustain the war effort in Ukraine. Peter Navarro noted that India’s involvement in Russian oil markets escalated significantly only after the 2022 invasion, marking a sharp departure from pre-war energy patterns.

Navarro claimed his recent commentary in The Financial Times played a role in shifting Indian procurement strategy. Despite these pressures, the administration maintains that the existing rapport between the two leaders remains the primary vehicle for a solution. Navarro explicitly declined to intervene further, stating that the matter is now reserved for high-level bilateral discussions between the White House and the Prime Minister’s office.
