Talwani, appointed by Barack Obama, ruled that the constitutional mandate to regulate elections rests firmly with individual states rather than the White House. This legal setback complicates the administration’s strategy to increase federal oversight of the voting process. The White House has already signaled its intent to seek an emergency appeal from the U.S. Supreme Court to revive the measures. The judge underscored that the proximity to Election Day necessitated immediate judicial intervention to prevent disruption to state-managed voting systems.
