The Volcanoes Community Resilience Project, signed by the Ministry of Finance and Economic Planning, focuses on a geographic stretch including Gakenke, Musanze, and Rubavu. By targeting watersheds and degraded landscapes, the initiative seeks to move beyond reactive disaster management. It prioritizes the construction of flood-mitigation infrastructure alongside nature-based solutions, such as vegetation restoration, to naturally manage runoff and secure productive land for more than 2.3 million residents.
Beyond physical barriers, the project integrates economic development with environmental health. Local livelihoods, often tied to natural resources, will be bolstered through sustainable land use practices. Coordination falls to the Ministry of Environment, which is pulling together the Rwanda Water Resources Board and the Rwanda Meteorology Agency to ensure that data on weather patterns and environmental management informs every phase of the construction. This partnership marks a significant extension of the existing cooperation between Rwanda and the European Investment Bank, aiming to build a regional model for climate-resilient economic growth.
