Senate Stalls Digital Asset Bill as Institutional Investors Accumulate

The US Senate has shelved the Digital Asset Market Clarity Act until after the August recess, leaving the crypto industry without a federal regulatory framework for at least six more weeks. Majority Leader John Thune confirmed the bill lacked sufficient support, as partisan disputes over ethics provisions continue to block progress.

The legislative impasse centers on an unresolved conflict regarding President Trump’s business interests, which Democrats insist must be addressed through stricter ethics language. Despite the deadlock, the bill remains a priority, having previously cleared the House with a 294-134 margin. Cody Carbone of the Digital Chamber expressed disappointment, though industry lobbyists suggest the path to passage remains viable once lawmakers return on September 14.

Institutional capital continues to flow into the sector despite the uncertainty in Washington. Spot Bitcoin ETFs recorded their strongest weekly performance since April, drawing in $754.69 million. Data from Santiment indicates that high-net-worth investors—often termed whales—have accumulated roughly 20,000 BTC over the past ten days. This tactical positioning suggests that while institutional players are preparing for a potential rebound, they are waiting for a sustained breach above the $65,000 price level before committing fully. Meanwhile, broader market sentiment remains gripped by "extreme fear," with the Fear and Greed Index holding at 25.
