He specifically lauded Prime Minister Narendra Modi and Home Minister Amit Shah for the political resolve required to enforce these changes, which he argues have provided long-overdue constitutional protections to marginalized groups.
Previously excluded populations, including the Valmiki Samaj, Gorkha community, and West Pakistan Refugees, now access benefits and employment opportunities that were historically out of reach. According to the Governor, this transition has moved the Union Territory away from systemic limitation and toward a model of socio-economic empowerment. He maintains that the region is currently progressing with renewed stability, focusing on the preservation of its cultural identity while operating under the same legislative standards as the rest of the country.
