Kherson drone footage sparks war crime accusations

Foreign Minister Andrii Sybiha characterized the attack as a deliberate campaign to intimidate civilians, labeling the drone pilot a sadist who knowingly targeted a non-combatant. The strike is part of an increasingly lethal trend in the conflict; regional governor Oleh Hryhorov reported that separate guided bomb strikes in Sumy killed two children and an elderly woman overnight.

The U.N. Human Rights Monitoring Mission in Ukraine recently noted a 37% surge in civilian casualties during the first half of 2026, citing a rise in long-range missile and drone strikes against urban centers. Amid these developments, both sides continue to trade accusations of targeting non-combatants. Russian authorities claimed a Ukrainian drone strike on the Black Sea resort of Gelendzhik killed seven people, including three children, on Monday.
