Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi moved the legislation, which had been introduced to the Upper House on July 29. The bill seeks to modernize the 2006 parent act by streamlining administrative frameworks and fostering a trust-based regulatory environment. Manjhi emphasized that the core objective remains the reduction of payment delays and the simplification of compliance burdens currently hindering small businesses.

Beyond administrative reform, the 2026 amendment introduces critical enforcement mechanisms for arbitral awards, specifically targeting liquidity issues for micro and small enterprises. The law provides states with increased flexibility to establish additional Micro and Small Enterprises Facilitation Councils (MSEFC). By decentralizing these councils, the government aims to expedite dispute resolution and improve the overall ease of doing business across the country.
