The country’s fiscal strain is increasingly evident: the tax-to-GDP ratio hovers at a meager 13%, while public debt has climbed to 52.7% of GDP. As the fiscal deficit hit 6.1% in the 2024/25 period, rising interest payments continue to cannibalize essential funding for education, healthcare, and infrastructure. The African Development Bank suggests that closing this gap requires more than just higher growth; it demands a fundamental overhaul of public financial management, including the digitization of tax systems and the formalization of the informal economy.
While the emerging oil sector promises a boost in foreign exchange and government revenue, the report cautions against the pitfalls of commodity dependence. Success hinges on a transition toward private sector integration, utilizing capital markets and public-private partnerships to unlock investment in high-productivity industries. For Uganda, the objective is clear: institutional strengthening must precede the influx of oil wealth to avoid the volatility that has historically undermined similar resource-rich economies.
