Asian Development Bank unlocks $2.5 billion through insurance pact

A new five-year agreement between the Asian Development Bank and a coalition of global insurers is set to inject up to US$2.5 billion into Asia’s underserved credit markets. By offloading lending risk to private partners, the bank aims to expand financing for small businesses and housing without increasing its own capital requirements.

The initiative strengthens the bank’s Master Framework Program for Financial Institutions, a mechanism designed to channel liquidity through local commercial lenders. Under this risk-sharing model, insurers provide coverage against potential loan defaults, allowing the ADB to release capital that would otherwise remain tied up in reserve for exposure management. The strategy targets specific segments, including women-owned enterprises, micro-businesses, and households seeking affordable mortgage options.

Signed in Tokyo on 31 July 2026, the deal ropes in major industry players such as AXA XL, Chubb, Everest, Liberty, The Hartford, and Swiss Re Corporate Solutions. The expansion also marks the debut of four new participants: Sompo Japan Insurance, Mitsui Sumitomo Insurance, HDI Global, and SCOR Business Solutions. According to ADB President Masato Kanda, this collaborative approach effectively bridges the gap between private sector risk appetite and the urgent development needs of the Asia-Pacific region.
