World Bank Targets $2 Billion Investment to Reshape Paraguay Economy

With a $2 billion commitment through 2034, the World Bank Group is pivoting its strategy in Paraguay toward private sector expansion and infrastructure modernization. The new Country Partnership Framework seeks to move beyond traditional aid, focusing instead on long-term resilience, workforce development, and attracting capital into agribusiness and manufacturing.

The initiative leverages the combined resources of the International Bank for Reconstruction and Development, the International Finance Corporation, and the Multilateral Investment Guarantee Agency. By integrating technical advisory services with investment guarantees, the Bank aims to bridge the gap between Paraguay’s current economic output and its potential for inclusive growth.

Peter Siegenthaler, the Bank’s director for the region, noted that this phase centers on reforms that align with the national development agenda. Priority investments are directed toward transport, energy, and climate resilience, alongside a push to realign education systems with the specific demands of the modern labor market.

Beyond infrastructure, the strategy emphasizes the removal of barriers for micro, small, and medium-sized enterprises, with a specific focus on women-led ventures. Manuel Reyes Retana of the IFC highlighted that mobilizing private capital into sectors like forestry and renewable energy is essential for generating high-quality jobs. The framework functions as a multi-year roadmap, intended to transform the country’s existing economic foundations into a more diversified and competitive landscape.
