US Senate Advances Sweeping Sanctions Targeting Russian Energy Buyers

The bipartisan legislation, named in honor of the late Senator Lindsey Graham, marks a significant escalation in efforts to deplete Moscow’s war chest as the conflict in Ukraine enters its fifth year. Beyond the tariff threats, the bill mandates sanctions against Russian officials, financial institutions, and the shadow fleet currently facilitating the evasion of existing energy restrictions. Lawmakers also incorporated a provision at Donald Trump’s request to expand penalties targeting Iran’s energy and weapons sectors.

While the bill enjoys broad support, it includes specific exemptions for countries that import less than 15 percent of their natural gas from Russia, provided they demonstrate a commitment to further reducing those imports. Despite this, the prospect of 100 percent tariffs has sparked debate, with some Democrats warning that the delegation of such broad economic power to the president could inadvertently drive up costs for American consumers or strain relationships with key European allies. With the House of Representatives currently in summer recess, formal consideration of the measure is not expected until September.
