Preparations to accommodate the new influx of foreign fighters have been underway in the Voronezh region since June. This reported recruitment follows the earlier deployment of 14,000 North Korean soldiers to the Kursk region in 2024, a strategic reaction to the Ukrainian incursion in that territory.
These maneuvers are anchored in a mutual defense pact, transforming the bilateral relationship into an active front line. By drawing on Pyongyang’s manpower, Moscow is signaling a shift toward long-term reliance on external forces to sustain its ongoing operations, further complicating the geopolitical landscape of the conflict.
