Danielle Bell, head of the U.N. Human Rights Monitoring Mission in Ukraine, emphasized that the shift toward drone-centric combat poses an acute threat to non-combatants. As Ukraine continues to launch retaliatory drone assaults against targets within Russia, the risk to civilians on both sides of the border remains high.
