Brouillette, 37, shot 25-year-old Johan Sebastián Durán Guerrero during an encounter in Biddeford on Monday. While ICE officials maintain that the officer acted in self-defense after the victim attempted to flee in a vehicle, his relatives argue he was unfit to carry a badge. Family members, including two ex-wives, describe a pattern of volatility spanning over a decade, citing incidents of physical assault and death threats. One ex-wife shared a voicemail from last winter in which Brouillette suggested she and her female relatives deserved to have their throats slit.
Court filings from the Augusta District Court corroborate these claims, detailing multiple protective orders filed against him. Despite this record, Brouillette—an Army veteran with a history of bipolar disorder and suicide attempts—was hired by ICE late last year. His daughter, Madison Brouillette, who spoke with her father after the shooting, noted that he maintains his actions were justified. Meanwhile, ICE spokesperson Lauren Bis declined to comment on his background, stating only that the agency does not confirm or deny the identities of officers involved in such incidents and that the agent possessed the required federal law enforcement training.
