The U.S. Trade Representative confirmed these duties take effect July 22, coinciding with the expiration of existing global temporary measures. While the White House frames the policy as a necessary correction for issues spanning digital trade and deforestation, the administration has simultaneously introduced a complex system of exemptions that leaves the final impact on individual industries unclear.
Lula da Silva dismissed the justification for these tariffs, characterizing the decision as a politically driven maneuver rather than a genuine trade remedy. With negotiations currently stalled, the dispute reflects a broader shift in U.S. economic strategy that has already strained relations with major partners including China, India, and the European Union. By taking the case to the WTO’s dispute settlement framework, Brazil aims to force a multilateral resolution to an impasse that threatens to further destabilize regional commerce.
