ASEAN’s special envoy is expanding diplomatic outreach to include armed resistance groups in Myanmar, signaling a strategic shift as foreign ministers gather in Manila next week. The move aims to break the regional deadlock following the 2021 military coup that has left the bloc struggling to contain a deepening humanitarian crisis.

Philippine Foreign Affairs spokesperson Dominic Xavier Imperial confirmed that Special Envoy Ma. Theresa Lazaro has conducted talks with a diverse range of stakeholders, including the military-backed government, the National Unity Government, and various ethnic armed organizations. These discussions, described as candid and productive, mark a departure from previous diplomatic limitations, as the bloc seeks an inclusive path toward stability.

The upcoming ministerial meeting in Manila will host a high-level delegation of global powers, including U.S. Secretary of State Marco Rubio, Chinese Foreign Minister Wang Yi, and Russian Foreign Minister Sergei Lavrov. Beyond the Myanmar crisis, the agenda centers on the long-stalled South China Sea Code of Conduct. Negotiations are proceeding despite the tenth anniversary of the 2016 international arbitration ruling, which Beijing continues to reject.

This gathering serves as a critical test for ASEAN’s diplomatic influence. With regional security under pressure from competing interests, ministers are tasked with determining if broader engagement can revive peace efforts in Myanmar while simultaneously securing a substantive maritime agreement with China.
