Negotiations over North American trade remain sharply divided, as U.S. Trade Representative Jamieson Greer reports tangible progress with Mexico while characterizing the status of Canadian talks as a persistent stalemate. The divide underscores the urgency of addressing trade deficits before the decade-long expiration of the current USMCA framework.

Speaking at the Aspen Institute Security Forum, Greer highlighted that while formal discussions with Ottawa have yet to materialize, Mexico is actively engaging on issues concerning the widening U.S. trade deficit. The administration’s current trade agenda prioritizes tightening auto rules of origin to incentivize regional component sourcing, a move intended to stabilize domestic supply chains against global market volatility.

Despite regular communication with his Canadian counterparts, Greer signaled growing impatience with the lack of momentum from the north. He suggested that breaking the impasse may eventually require direct intervention from the U.S. President and the Canadian Prime Minister to align the two nations on a path forward. With the USMCA’s long-term future hanging in the balance, the pressure to secure comprehensive agreements is mounting, leaving little room for protracted diplomatic hesitation.
