HP India Fined $15 Million for Rigging Government Tenders

The Competition Commission of India has leveled a $15 million fine against HP India after uncovering a coordinated scheme to manipulate government contract bids. Between 2017 and 2020, the tech giant reportedly orchestrated prices and restricted authorization documents to control which resellers could compete for public procurement tenders.

The investigation determined that HP India enforced strict oversight over its 21 associated resellers, effectively turning a competitive platform into a controlled environment. By withholding vital authorization documents, the company dictated who could participate in tenders for personal computers and printer consumables, undermining the integrity of the state’s electronic procurement system.

Regulatory officials have ordered the immediate cessation of these practices, demanding a total penalty of $15 million for the sustained manipulation of market access. HP India has remained silent on the ruling, offering no public response to the commission's findings regarding their conduct during the three-year period.
