The agreement allows Ukrainian facilities to produce specialized hardware, including AASM precision-guided munitions, Aster interceptors, and the long-range SCALP cruise missiles. Beyond manufacturing rights, Paris committed to reinforcing Ukraine’s surveillance capabilities by supplying advanced radar systems. These technological transfers are intended to sustain military pressure throughout the ongoing conflict.
President Macron also outlined a broader integration plan for the Ukrainian Air Force, confirming the delivery of 16 Rafale fighter jets. These aircraft are scheduled to become operational by 2028. To support these logistical and tactical upgrades, France and its allies intend to conduct multinational military exercises in neighboring countries, though the timeline for these drills remains contingent on the establishment of a formal ceasefire with Russia.
