His comments arrive as West Bengal initiates formal deliberations on a draft proposal through a newly appointed nine-member expert panel.

The government’s strategy relies on state-level precedents, with Meghwal citing existing frameworks in Goa and Uttarakhand as successful models. This momentum now shifts to West Bengal, where Justice Ranjana Prakash Desai leads a committee tasked with refining the UCC draft before the August assembly session. The panel features a range of legal and administrative veterans, including former Bombay High Court Justice RC Chavan and ex-Maharashtra Chief Secretary DK Jain.

State officials emphasize that the proposed legislation aims to respect local demographics by exempting indigenous communities from the mandate. According to Suvendu Adhikari, the government intends to table the draft only after completing rigorous procedural requirements, signaling a shift from campaign rhetoric to structured administrative implementation.
