This cooperation is underpinned by a new Memorandum on Consultations, establishing an interministerial framework for 2026–2027.
While the Confederation of Sahel States grapples with persistent threats from al-Qaeda affiliates and separatist movements, the alliance also serves broader geopolitical goals. Moscow positions itself as an alternative to Western influence, offering economic support in exchange for access to strategic natural resources. Despite allegations from the bloc regarding foreign involvement in regional attacks—claims denied by Ukraine and France—the Kremlin remains committed to bolstering the military capacity of these three nations to stabilize a region long plagued by instability.
