The Philippines, currently holding the ASEAN chair, intends for the session to serve as a briefing on Myanmar’s recent political shifts. Since the military takeover in 2021, the regional bloc has excluded Myanmar’s ruling generals from major summits, citing a failure to implement the Five-Point Consensus—a roadmap designed to curb violence and foster national dialogue.
Despite the installation of a nominally civilian government under President Min Aung Hlaing, the internal landscape remains volatile. Nationwide conflict continues to drive displacement and casualties, while the military denies widespread allegations of atrocities. Myanmar’s leadership is now actively seeking to mend regional ties, evidenced by Min Aung Hlaing’s recent state visits. However, internal resistance persists; Myanmar’s parliament recently moved to challenge the ASEAN peace framework, framing the bloc's requirements as interference in sovereign affairs. As ministers gather, they must reconcile Myanmar's push for diplomatic normalization with a stalled peace process and deep-seated divisions among member states regarding the pace of re-engagement.
