Data from the Office of the High Commissioner for Human Rights indicates that the May toll was previously the deadliest since April 2022, but June surpassed that threshold. Officials expect the trend to persist through July following three intense waves of aerial strikes against urban centers, including Kyiv, which targeted densely populated civilian areas.
DiCarlo characterized the strikes as a clear violation of international humanitarian law, demanding an immediate cessation of attacks on non-military infrastructure. Since February 2022, the UN has verified at least 16,402 civilian deaths—including 802 children—and 48,428 injuries. These numbers represent only confirmed cases, with the actual total almost certainly higher.
The human cost extends beyond the front lines. While Russian authorities claim 250 civilian deaths and 1,596 injuries occurred within Russian territory during the first half of 2026, these reports remain unverified by international monitors. The UN continues to monitor the situation, with final June data expected to be finalized by the end of the month.
