Mexico Shifts to Criminal Complaints Over U.S. Immigration Deaths

Fourteen Mexican nationals have died in U.S. Immigration and Customs Enforcement custody, with three others killed during arrest operations, prompting President Claudia Sheinbaum to announce a formal legal escalation. Mexico plans to bypass standard diplomatic channels to file criminal complaints in the United States against those responsible for these fatalities.

The decision follows the shooting of 52-year-old Lorenzo Salgado Araujo by an ICE agent in Houston on Tuesday. His death, which triggered local protests, marks at least the sixth person killed in enforcement operations since January 2025. President Sheinbaum emphasized that her administration will no longer remain silent regarding the treatment of citizens who, in her words, committed no crime other than working honestly.

Foreign Minister Roberto Velasco confirmed the strategy involves direct engagement with U.S. prosecutors to ensure these incidents are treated as criminal matters rather than administrative oversights. Alongside criminal filings, the Mexican government intends to pursue civil lawsuits against private corporations managing immigration detention facilities. While the U.S. Department of Homeland Security maintains that current detainee death rates remain consistent with previous administrations and insists that due process standards are being upheld, the Mexican government views this shift as a necessary departure from failed diplomatic negotiations.
