David “Davey” Hearn, a 67-year-old former U.S. Olympic canoeist, appeared in Washington, D.C. Superior Court on Thursday to enter a not guilty plea regarding felony property destruction. Prosecutors claim Hearn intentionally damaged the Lincoln Memorial Reflecting Pool’s liner, an incident now caught in a broader political dispute over monument preservation.

The case centers on the pool’s recent $14.7 million refurbishment, ordered by President Donald Trump to feature a distinct “American flag blue” liner. Shortly after the project’s completion, the pool suffered from significant algae blooms and peeling material. Trump publicly attributed these failures to sabotage, alleging that vandals had introduced chemicals and cut a 300-foot gash into the lining. While the Department of the Interior reports at least six arrests related to the site, no formal charges have linked any suspects to the large-scale destruction cited by the administration.

U.S. Attorney Jeanine Pirro alleges Hearn tore a 2-square-foot section of the liner, causing over $1,000 in damages—a charge punishable by up to 10 years in prison. Hearn admits to touching a pre-detached piece of the liner while cycling nearby but denies causing any deliberate harm. His defense team contends the criminal charges serve as a distraction from the administration’s own flawed renovation work. As the legal battle unfolds, the National Guard and Park Police remain on watch at the site, which requires further draining for ongoing repairs.
