The move arrives at a volatile moment for the bloc, which recently passed a controversial migration overhaul in the European Parliament. That earlier legislation, focused on streamlining deportations and establishing offshore detention facilities, triggered significant pushback from member states including France and Spain.

Critics of the broader migration strategy argue that current measures prioritize deterrence at the expense of established asylum protections. By shifting focus toward the financial and operational infrastructure of smugglers, the Commission hopes to address the root of the crisis, though the path to consensus among the 27 member states remains politically fraught.
