The budgetary plan allocates 2.1% of the national GDP toward direct defense spending, with an additional 1% earmarked for strategic dual-use infrastructure, including energy and telecommunications networks. This move signals a sustained commitment to military readiness following last year's performance, where Lisbon successfully cleared the NATO-mandated 2% threshold.
This fiscal expansion represents a sharp climb from previous years. In 2024, Lisbon’s defense budget stood at €4.48 billion, or 1.58% of its GDP. By 2025, the government pushed that figure past the €6 billion mark. By integrating civilian infrastructure into its security framework, Portugal aims to fortify its resilience while maintaining alignment with the alliance's long-term defense objectives.
