The demand arrives as Ankara maneuvers to reset its high-stakes procurement relationship with the United States.

During the Ankara summit, Erdogan signaled a pivot toward deeper integration, specifically targeting the limitations that have long hampered Turkish defense initiatives. Central to these talks is a potential thaw in U.S.-Turkey relations, with President Donald Trump weighing the removal of long-standing sanctions and the revival of F-35 fighter jet sales. Any such reversal of policy remains tethered to a likely legislative standoff, as members of the U.S. Congress have previously signaled deep-seated resistance to such transfers.

To solidify its position as an indispensable NATO pillar, Ankara has committed to reaching the alliance’s defense spending benchmarks by 2030. Part of this strategic expansion includes a $24 billion investment in the Steel Dome air defense project, a move designed to bolster the alliance's regional protective umbrella and demonstrate Turkey’s resolve to modernize its military architecture independently.
