Zelenskiy framed the request as a necessity to counter the persistent strikes that have devastated Ukraine’s energy infrastructure and civilian centers. This July, the capital suffered a particularly brutal wave of attacks, resulting in 50 deaths. For Kyiv, the objective is to translate this tactical pressure on the Russian military into a more robust shield for its cities.
"We see the weakness of Russia—we feel it. But it's not enough," Zelenskiy told reporters. Beyond hardware, he is pushing for an escalation of international sanctions to further degrade Moscow's capacity to launch these high-precision strikes. The dialogue with the U.S. president marks a pivotal attempt to shift the current attrition-based conflict toward a more defensive stabilization.
