The Russian contingent features a diverse lineup, including a cruiser, a corvette, a submarine, and a specialized rescue vessel. Rear Admiral Sergei Sinko, presiding over the opening ceremony, framed the drills as a strictly defensive endeavor intended to push bilateral naval cooperation to a new threshold of interoperability.

Addressing regional anxieties regarding the show of force, Kremlin spokesman Dmitry Peskov maintained that the maneuvers are not directed at any specific third party. Instead, he argued that the heightened presence of Russian and Chinese vessels functions as a mechanism to increase predictability and security throughout the region.
