Zimbabwe Charts New Course for Public Procurement Reform

At the inaugural Southern Africa Public Procurement Forum, Vice President Constantino Chiwenga unveiled the Methodology for Assessing Procurement Systems (MAPS) Report 2026. Developed alongside the African Development Bank, the document serves as a blueprint to modernize the nation’s procurement framework, aiming to bolster transparency and economic efficiency.

The assessment process, completed in just eight months, signals an accelerated commitment to reform compared to the typical 18-month global average. The roadmap prioritizes the expansion of electronic government procurement, enhanced institutional capacity, and the adoption of sustainable practices. Chiwenga emphasized that these systems function as more than administrative tasks, acting instead as essential engines for infrastructure development, job creation, and industrialization.

Beyond domestic goals, the initiative promotes regional integration. Chiwenga urged Southern African nations to harmonize procurement frameworks to facilitate cross-border trade and integrated value chains. Eyerusalem Fasika, the African Development Bank Country Manager, lauded the establishment of the regional forum as a vital platform for innovation. She stressed that the ultimate success of the roadmap rests on the government’s ability to move beyond the findings and effectively implement the proposed structural improvements.
