The collaboration centers on five core pillars: fisheries management, aquaculture, marine science, academic cooperation, and professional talent development. By facilitating knowledge sharing and joint research, the institutions intend to provide African nations with the scientific tools necessary to manage marine resources sustainably while driving innovation in ocean-based industries.

Jacques Edjangue highlighted that the blue economy remains a critical frontier for job creation and long-term economic stability. Partnering with a specialized institution like Shanghai Ocean University grants African countries direct access to advanced practical research, which is essential for building resilient local economies. Dr. Wei Hu characterized the deal as a strategic expansion of China-Africa cooperation, emphasizing a shared commitment to South-South knowledge exchange. This initiative aligns with the AfDB’s broader strategy of investing in human capital and institutional capacity to unlock economic potential while safeguarding marine ecosystems.
