France Scraps Low-Value Import Fee Before EU-Wide Levy

France will eliminate its two-euro surcharge on low-value non-EU e-commerce packages starting July 1. Small Business Minister Serge Papin confirmed the move on Tuesday, framing the suspension as a temporary recalibration ahead of a broader European Union administrative levy set to take effect this November.

France Scraps Low-Value Import Fee Before EU-Wide Levy

The current two-euro fee will be superseded by a five-euro charge later this year as the European Union rolls out a standardized two-euro administration cost for all inbound international shipments. Papin noted that removing the national fee now allows French authorities to better monitor the influx of products entering the domestic market before the new EU-wide rules govern the landscape.

Simultaneously, the French Senate has finalized legislation aimed at curbing the influence of fast-fashion giants, including Shein, Temu, and AliExpress. The bill, which emerged after two years of debate, mandates stricter oversight for high-volume online retailers to ensure domestic practices align with broader European regulatory standards.
